Is it possibile to edit orizzontal line?

Hi,
as title says: is it possible to edit/add orizzontal lines while editing articles?
I try to explain: if I edit this lines

hr {
margin-top: 20px;
margin-bottom: 20px;
border: 0;
border-top: 1px solid #40b1e2;
}

in templateblue.css file, i can change the color of orizzontal line.
But, can I add some other kind of orizzontal lines (i.e. with other line color) by using other code lines (also by editing articles with the editor)?
