Specify one user for Section or Category

How do I set up a Section or Category so that only one user can create and modify it and at the same time the public can read it? Example "a personal blog".

Thanks Jeff, but 2 questions.

What would prevent other "publishers" from posting in that section/category?
How do you tie a specific user to a specific section/category?

Ok I misunderstood, you would need to give "Author" rights to the user, I think there are components out there to better handle what it is you need

I use a module on my site that enables me to specify users to articles called "Columnist"
Look here
Although I think what you really need is a component called juga to control group access and then Content Submit by section/category, both can be found on Joomla Extensions
