You can hit shift + delete,, will delete also from recycle bin.
Kindness costs the least, but is worth the most!

Will these files be able to be restored by any restoration program?

Also, there are files that have already been deleted but need to be shredded.

I am sure you can restore them with backup software's, best is to make a backup on new drive.
