He said it's the newest version. And Joomla must work. I've had joomla version's on this version before, so it can't be the problem.

to me this looks like bad file transfer that is all ,
anyway you can use different ftp file upload ,
if you have cpanel upload complete zip file and extract with cpanel extract function

I have just downloaded the package, extracted it using winrar, then uploaded all of the files using filezilla. the same as I've done on previous times...

I have used two different ftp uploads, same problem. It shows the error message before the installation, so I haven't configured any php yet. Manual installation still gives the same message.

How can I ensure that the files are uploaded correctly? I have uploaded the files over 10 times already, can't be 10 times (with two different ftp programs) a wrong installation, can it?
