Footer does not flow close to the bottom
 

If there is not much content on the page the footer does not flow close to the bottom. The best example how to show this is here:
Contacts
or
Web links

I am just expecting the footer is placed close to the bottom in any case.

well you have no content so your screen cannot stretch to the bottom, this is expected behavior on any website no matter what CMS or theme/template you use
