Neo,
I have opened the index.php file I made the changes to hide the templateTools

$showtools = $this->params->get("templateTools", "0";

I set it to "0" to hide the tools but is still showing!

What I am doing wrong!

no no , for Joomla 1.5 you would do that in template settings in joomla backend, do not edit index.php in j1.5
