Am I Missing Edit css/responsive.css ? or is site not responsive?

I am using Youmania tempolate but my mobile is not displaying as a responsive template. It goes to full site. I have all my mobile settings to Handheld. I tried all to iPhone and it did not work either.
Is there supposed to be a css/responsive style sheet? Because I do not see one.
Or is it supposed to redirect to a different folder in my public html?

Also is my template old,,, it seems to be different than the web shop version I now see on youjoomla site? Was there an older non responsive version?
I may have changed some files,,, can not remember, But I dont know why I would have messed with the mobile files?

Hello loveandlead.
The best way to put back the responsive feature is to update your template and install the new framework version. After that the template will mobile ready and there is not big work on it.
