Sure you can just start with if statement on the top of the <table>
like this

Code:

<?php if (mosCountModules('left')) {?>
<table>
<tr>
<td>
<?php mosLoadModules('left',-2);?>
</td>
</tr>
</table>
<?php } ?>
basically everything that is after if

Code:

<?php if (mosCountModules('left')) {?>
and before closing

Code:

<?php } ?>
will disappear if the module is not published
